CRMWA's Board of Directors is made up of 17 members appointed to
two-year terms by the member cities. Member cities with a
population over 10,000 are represented by two directors. Cities
with less than 10,000 citizens have one director. The Board meets
once every quarter to set policy, review progress on major activities
and issues, and authorize large expenditures and projects. The
average tenure of CRMWA's Board of Directors is 17 years!

Committees
Many of the issues considered by the full Board of Directors are first
reviewed by the appropriate standing committees.
Finance & Budget Committee
This committee submits an
annual budget to the Board of Directors and implements that budget with
procedural recommendations as necessary. The committee conducts
interim surveys of the financial management of the Project as in its
opinion are desirable, and makes recommendations to the Board regarding
the investment of funds.
Operating Committee
This committee investigates and
reports on all questions pertaining to operations and administration of
the Project and the Authority, including matters pertaining to water
sales and service, supervision of land interest, and purchase of
electric energy.
Recreation, Water Quality, & Pollution Control Committee
This committee investigates the
operative conditions associated with recreation, water quality, and
pollution control; and recommends operating procedures, rules, and
regulations.
Personnel Committee
This committee is responsible
for personnel management and policy questions including wage rates;
fringe benefits such as insurance, leave, and overtime; and retirement
policies. It also sits as an appeals board to consider appeals
from employer decisions as rendered by the General Manager.
Legislative Committee
This committee develops and
recommends legislation deemed necessary or desirable to implement the
operation of the Authority.
President's Cabinet Committee
This committee consists of the
Board of Directors' President and Vice President and the Chairman of
each standing committee.
Staff
The CRMWA staff is led by Kent
Satterwhite, who serves as CRMWA's General Manager and
Secretary-Treasurer. He is assisted by
Chad Pernell, the Deputy
General Manager.
Reporting to the General Manager are four division heads, each
responsible for one of CRMWA's major areas of operations: Northern
Operations Division, Southern Operations Division, Water Quality
Division, and Administrative Services.
Stan Poling,
Chief of Operations - Northern Division, operates from the headquarters
at Sanford Dam. Bill
Basom holds the Chief of Operations position for the Southern
Division. The Southern Division headquarters or
Lubbock Field Office is located
near Lubbock, Texas. Chief of Water Quality,
Rod Goodwin, heads the
Water Quality Division. CRMWA Corp. (which manages the
Lake Meredith Salinity Control Project
located near Logan, New Mexico) falls under the Water Quality Division.
The Administrative Services Division is overseen by Administrative
Officer, Buddy Trent.
